Meet The Board

Peter Schofield

(Head of Integrated Commissioning and Procurement, Manchester City Council)

Peter is currently the Head of Integrated Commissioning and Procurement at Manchester City Council, this was preceded by 7 years delivering a collaborative procurement programme for Greater Manchester, delivering efficiencies, and supporting transformation across a wide range of Local Authority service areas. Peter has promoted an emphasis on Social Value to support delivery of local and regional objectives and is currently working to improve approaches to Contract Management that will ensure that Social Value and carbon reduction are at the heart of service design and construction.

Jared Allen

(Director of Capital Programmes, Manchester City Council)

Jared is currently Director of Capital Programmes at Manchester City Council with responsibility for the direct delivery of the Councils construction activities and the effective management of the City’s £1.4bn Capital Programme. Jared has over 20 years of Director level management experience specifically within large complex organisations in the public and private sector and over 30 years of property and construction experience. Jared is also currently a member of the Department for Digital, Culture, Media and Sport (DCMS) expert advisory panel.

Dr. Jason Challender

(Director of Estates and Facilities, University of Salford)

Jason has acquired 30 years ‘client side’ experience in the UK construction industry and procured numerous successful major construction programmes during this time. Jason is the Director of Estates and Facilities at the University of Salford, member of its Senior Leadership Team and responsible for overseeing a large department of estates and construction related staff.
Jason is also an author of many publications, all of which have been dedicated to improving the UK construction industry. Jason is also the Board Director of the Royal Institution of Chartered Surveyors.

Anita Gibbs

(Head of Procurement and Contracts, Cheshire Constabulary and Cheshire Fire and Rescue Service)


Anita Gibbs is Head of Procurement and Contracts for Cheshire Police and Cheshire Fire and Rescue.  Anita started her procurement career in the private sector where she worked for 15 years in the chemical and pharmaceutical manufacturing sector for Swiss and French multi-national companies. Since 2005, she has worked in the public sector, initially as Head of Procurement for Cheshire Police where she led a team procuring IT, construction, facilities, vehicles, financial and professional services.  Since 2018, she has also been Head of Procurement and Contracts for Cheshire Fire and Rescue. 

Andy Norton

(Development & Project Support Manager, Cheshire East Council)

Andy supports Cheshire East Council’s projects team, including organising and managing existing and future contracts for construction related services, in order to achieve and evidence Best Value in procurement and following the principles of Constructing Excellence. Andy is a Chartered Quantity Surveyor with over 35 years in the construction industry. The last 11 years have been with Cheshire East Council working within the Property Projects Team primarily dealing with capital programme projects. Andy also has over 20 years’ experience in the private sector working for construction consultants on a diverse range of projects and in managerial positions.

Professor Peter McDermott

(Professor, University of Salford)


Peter is an experienced industry and policy focussed academic, specialising in procurement in the construction and built environment sectors.   Most of Peter’s academic teaching is focused on bringing about positive change in business practices by finding different approaches to improve commissioning, and new and more effective procurement and business models. Peter has been an advisor to the Board since the inception of the NWCH.  He is also a Main Board Director of National Constructing Excellence and leads Constructing Excellence in the North West.  Internationally, he leads the Procurement Systems group (W92) of the UN founded CIB – consisting of academics and leading practitioners worldwide.

Peter Farrell 

(Programme Lead, University of Bolton) 

Peter is a Chartered Construction Manager (FCIOB), Chartered Surveyor (FRICS) and Chartered Engineer (FCABE, CEng). Also a Senior Fellow of the Higher Education Academy. His duties at the University include the role of programme leader for the MSc Construction Project Management and MRes Engineering Management degrees, having previously led five under-graduate university programmes, and one other MRes. Peter has sixteen years of industry experience and thirty years in higher education, with industry training in planning and quantity surveying. Peter's post-qualification work was for eight years as a main contractor’s site manager, solely responsible for multi-million-pound new-build construction projects. Peter has also worked in the Middle East for two years as a Chartered Quantity Surveyor, followed by a move into higher education.  Peter supervises PhDs and act as a PhD internal and external examiner.
